Within the framework of ILO Decent Work Agenda, Universitas Program has the objective of promoting innovation and research, as well as to facilitate linkages among universities around the world on issues related to economic and social development, and youth skills in sectors such as education, culture, tourism, and sports, among others.

As a value based sector, Sport has a special role in change making for development, for example by:
a) Using sports events, from their inception to their recognition through their organizational structure, to establish a value chain indicated how Sport can concretely promote economical and social development.
b) Identifying skills and competences developed through Sport activities. Cf. Beyond the Scoreboard: Youth employment opportunities and skills development in the sport sector (Geneva, ILO, 2006).

Universitas is an ILO partnership programme that supports tripartite social partners (workers, governments and employers), training institutions and change makers in developing strategies for strengthening the Decent Work Agenda in its four main areas: employment, social dialogue, social protection and international labor standards.
