Dear Theodore,
Thanks for your efforts in trying to rise up to the challenge of having more people accessing clean and safe water. My questions are on the enabling legal, policy and institutional framework to allow the operationalisation of your innovation. What do the water statutes say about PSP? Who constructs the water scheme initially? How is the contract for the running of the scheme organised? Do the consumers pay for the water and who sets the tariff? Am asking from a background of what we have in Uganda where small scale operators are running schemes in small towns. Though we are still struggling with policy issues especially as regards setting appropriate tariffs, the contracting arrangement and roles are abit clear.

i would certainly do...one of the greatest challeng and experience i have to overcome is to inspire and motivate the communities that their destiny lies in them...people have lost interest in their goverment and leadership owing to decades of massive corruption and self inflcted poverty stricken economy. there is a even a great deal of overcoming a mind -set ..basically an electoral apathy that change here in Nigeria ia about top to bottom...but i will get there through my town hall meetings...tough but am hanging in there...
